Congo Plunder Report to Be Kept Partly Secret

The U.N. Security Council is expected to keep part of a report on the plunder of minerals in Congo secret, diplomats said. The independent panel’s report puts diamond giant De Beers on a list of unresolved cases and proposes breaking up large state-owned mining firms.

One section was given to the Security Council only. U.N. officials feared it would derail peace efforts with its allegations against Rwanda, Uganda and parts of the Kinshasa government, cited in previous reports as involved in pillaging, diplomats said. Others said much of the material lacked evidence.
