The expansion of an 87-bed residential treatment center to a 364-bed campus for homeless and mentally ill veterans has won unanimous City Council approval.

The Vietnam Veterans of San Diego has operated the center since 1990 at a converted motel on Pacific Highway, north of downtown. The new $17-million campus will include a courtyard with a family visiting area, a garden, exercise areas, space for counseling, a kitchen and dining room, and offices.
