James M. Loy, head of the federal Transportation Security Administration, announced the appointment this week.

Fetters, who has been acting director since Navy Rear Adm. David Stone resigned in May, will oversee 2,300 security screeners and coordinate security efforts among various agencies that operate at the world’s fifth-busiest airport.
