* A bill that would have set a statewide goal of cutting gasoline consumption 15% by 2020 died in the state Senate. Strongly opposed by the oil industry, AB 1468 by Assemblywoman Christine Kehoe (D-San Diego) was defeated after labor leaders complained that the bill would raise taxes even though the proposal specifically ruled them out.
