New Construction Laws Urged After Collapse

Turkey’s prime minister called for tougher laws against shoddy construction, as rescuers dug through the wreckage of a collapsed 11-story apartment building to save dozens of people trapped in the rubble. Sixteen people have died and 30 have been rescued.
Forty to 100 others were believed to be buried in the debris, a day after the building went down in the city of Konya. Officials blamed poor construction, long a problem in Turkey.
