Militant Surrenders Under Leniency Plan

One of Saudi Arabia’s most wanted militants surrendered, becoming the first prominent suspect to turn himself in under a government leniency program announced last week.
Othman Amri, No. 19 on a list of 26 fugitives published by the government last year, said he gave himself up in Jidda.
