The city is hoping to move forward with plans to build a $40-million fiber-optic system to deliver high-speed Internet, movies and TV to homes and businesses.

A report by Palo Alto utilities director John Ulrich predicted that the city-owned system would pay for itself in 20 years. But that depends on competitors like Comcast Cable and telephone company SBC, which provides DSL services, not undercutting prices and driving the city out of the business.
