Barge’s Owner Agrees to $10-Million Fine in Spill

In a plea agreement reached in New Bedford, the owner of a barge that leaked tens of thousands of gallons of oil along the state’s coast will plead guilty to two criminal charges and pay a fine of $10 million.

Bouchard Transportation Co. of Hicksville, N.Y., reached the deal last week in the criminal investigation of the April 2003 spill, which killed 450 birds, shut down thousands of acres of shellfish beds and affected nearly 90 miles of the state’s coastline.
