Re “Bush, Cheney Meet With Sept. 11 Panel,” April 30: The Bush administration can profess all the willingness and cooperation in the world, but the only thing that counts are its actions. People who are honestly involved in a search for the truth do not begin by opposing an investigation in the first place. They don’t do their utmost to curtail the investigation or limit it to narrow parameters.

When asked to appear, they don’t refuse to take an oath. They don’t downgrade their “testimony” to a mere “conversation.” They don’t refuse to appear alone. They don’t ban cameras. They don’t shut out the public. And most telling, they don’t insist that no transcript be made.

President Bush and Vice President Dick Cheney’s ground rules make it impossible to ever prosecute them for lying about what they knew of the events surrounding 9/11, and that’s no accident.
