Governor Backs Panel’s Death Penalty Reforms
A commission appointed by Gov. Mitt Romney in an effort to bring back capital punishment proposed legal and scientific safeguards that the panel said would create a nearly foolproof death penalty system.
Romney, who vowed during his campaign to reinstate the death penalty, said his staff would soon draft legislation based on the report.
The report proposed 10 reforms, including replacing the legal standard of guilt “beyond a reasonable doubt” with a finding of “no doubt.”
The report proposes offenses that could bring the death penalty, including the killing of a police officer, murders involving torture, and terrorism.
