Work-Permit Perplexity

I read “The Cliff Dwellers” (Sept. 6), about two Mexican migrants to the U.S. who had been deported for their criminal convictions. I have great sympathy for their plight. But one thing jumped out at me: These guys can’t work in Mexico because they don’t have the proper papers. Yet these two have been in the U.S. illegally for 10 years, working here without the proper papers. How can a disorganized country like Mexico enforce its laws when the mighty U.S. cannot? Maybe Tom Ridge should spend a couple of weeks in Tijuana for training.
