New Premier Pledges Friendly Ties with U.S.

Jose Socrates was sworn in as Portugal’s prime minister, vowing to keep friendly ties with the United States despite naming a foreign minister who had compared President Bush to Adolf Hitler.
The Socialist leader also promised a referendum on the new European Union constitution in December.
The new foreign minister, law professor Diogo Freitas do Amaral, has compared Bush to Hitler and other dictators, saying they all put national sovereignty above international law.
