Re “U.S. Gives a Cold Shoulder to Treaties,” March 13: Since when did anyone truly consider “America a leader in the fight against smoking”? Yes, in some places good things have been done at the state and municipal level, especially with respect to indoor air quality. Overall, however, U.S. federal legislative authorities have been AWOL on this issue for decades. For a good example, try Thailand, South Africa, Poland, Australia, Brazil or Canada.
