Ex-Portuguese Premier to Head Refugee Bureau

Secretary-General Kofi Annan appointed former Portuguese Prime Minister Antonio Guterres to head the U.N. refugee agency.

Guterres, 56, takes over from former Dutch Prime Minister Ruud Lubbers, who resigned in February amid allegations of sexual harassment.

The 191-member U.N. General Assembly is expected to approve the appointment. Guterres, a former physics professor, was first elected to parliament in 1976.
