City OKs Owens Valley Dust-Reduction Contract

The City Council on Wednesday approved a $103.2-million contract to reduce dust in the Owens Valley, but only after several members complained that project spending has escalated and more controls are needed.
The original budget of $120 million has grown to $415 million, prompting the council to require periodic briefings on the project’s progress.
