To be fair, President Bush has banned torture for all prisoners. Once they realized that a lot of White House people may be going to jail, they wanted to be clear on that.

Torture is only cruel and unusual if we don’t do it that often. From what I’ve been hearing, it’s recently become cruel and fairly usual.
