From Times Wire Reports

Gov. Michael F. Easley signed legislation in Raleigh creating a state lottery, acting a day after the Senate gave final approval on a rare tie-breaking vote by the lieutenant governor.

The House approved the measure in April by two votes.

Easley estimated the lottery would bring in $500 million a year for education. The law directs that the money be spent on public school construction, college scholarships, class-size reduction and preschool programs.
