The Philippine House of Representatives voted 158 to 51, with 27 legislators abstaining or absent, to uphold the House justice committee’s decision last week to reject impeachment complaints against President Gloria Macapagal Arroyo.

The committee had thrown out allegations that Arroyo rigged her election last year, was involved in corruption and condoned human rights violations.

Initial public reaction was muted.

The 10,000 people who turned out for an anti-Arroyo protest represented a tiny fraction of the “people power” revolts that ousted two leaders in the last two decades.
