Tougher energy rules for homes

Beginning Oct. 1, new homes built in California will have to meet more stringent energy-efficiency requirements.
Under the standards set by the California Energy Commission, fluorescent fixtures must provide at least half the light in kitchens. Bathrooms, laundry rooms, utility rooms and garages must have fluorescent lights or motion sensors for incandescent lights. The new rules are expected to save at least 30% of an average home’s lighting costs. Building efficiency standards and the use of energy-efficient appliances have saved more than $56 billion in electricity and natural-gas expenses since 1978. The new standards should save an added $23 billion by 2013.
