President Bush addressed a United Nations meeting on poverty last week. Newly released portions of the 9/11 report revealed that the federal government was warned of potential terror attacks with jetliners in 1998. Baghdad suffered its deadliest car-bombing of the war. But for many cartoonists, Topic A remained Topic K. Steve Kelley of the New Orleans Times-Picayune spread plenty of blame around to lesser officials, then pointed a finger at the president. Down in Mobile, Ala., J.D. Crowe fingered the president’s point man. Inside the Beltway, topical storm Roberts swirled through the Senate Judiciary Committee, leaving no paper trail but wreaking havoc in areas of Kennedy, Biden, Schumer and Specter. Tom Toles exercised his right to comment, even though he’ll be sitting in judgment on future cases.
