Bowing to opposition from the families of Sept. 11 victims, Gov. George E. Pataki removed a proposed “freedom museum” from the space reserved for it at the former World Trade Center site, saying the project had aroused “too much opposition, too much controversy.”

Opponents said the museum would overshadow and take space from a memorial devoted to those killed in the terrorist attack.
