FEMA to Replace Locks on 118,000 Trailers

FEMA will replace locks on as many as 118,000 trailers used by hurricane victims in Louisiana and Mississippi after discovering that the same key could open many of the homes. One manufacturer cut only 50 different kinds of keys, officials said.
