Auto insurance’s curves and bumps

Your Jan. 9 editorial, “Driven to excess,” mentions insurance companies charging customers according to ZIP Codes as though the same personal risk profiles are charged widely different amounts based solely on their addresses. Did it occur to you the basis for these different charges is the widely different litigation-expense experience for different geographical areas? Example: San Diego County vs. L.A. County. That is one reason the insurance companies require information on the principle areas in which the auto will be operated.

That is so wonderful that Los Angeles and San Francisco auto insurance rates will dive. Won’t drivers in the rest of the state get their rates raised to provide the subsidy? I heard that there is no free lunch, so who is going to pay?
