Judge Slain as Gunman Targets Court Panel

A gunman opened fire in Turkey’s highest administrative court, killing one judge and wounding four, saying it was retaliation for a ruling against a teacher who wore a head scarf.
Mustafa Yucel Ozbilgin, who died, and three other justices had voted in February against the promotion of a teacher who wore a head scarf outside work.
The attacker was detained.
