Blair to focus on terrorism, warming

Terrorism, crime and climate change will dominate Prime Minister Tony Blair’s final legislative agenda, set out by Queen Elizabeth II in a speech at an opulent annual ceremony in Parliament.

As Britain’s head of state, the queen lays out proposals for new laws on the prime minister’s behalf but has no role in drafting them. Blair has said he will step aside next year.

The queen said Blair’s government would try to push through a package of about 30 new laws focused on security.
