Appeals Court Upholds Storm Runoff Plan
A state appeals court Friday upheld a regional plan to clean up storm water runoff, a leading cause of coastal pollution.
The plan, imposed by the Regional Water Quality Control Board, was challenged by Los Angeles County and a coalition of Southern California cities and building groups. A Superior Court judge last year ruled against them and the appeals court reaffirmed that decision.
Under the requirements, government agencies and builders will have to install filters at new developments to catch contaminants, and inspect construction sites and industrial facilities likely to produce polluted runoff.
