Commander Warns of Shifting Allegiances

NATO’s top commander in Afghanistan warned that most Afghans would probably switch their allegiance to resurgent Taliban militants if their lives showed no visible improvements in the next six months.

British Lt. Gen. David Richards, who commands the North Atlantic Treaty Organization’s 32,000 troops here, said he would like to have about 2,500 more to help speed up reconstruction and development efforts.

Without such projects, he said, about 70% of Afghans might switch their allegiance from NATO to the Taliban.
