Wal-Mart Stores Inc. is expanding a program offering $4 prescriptions for some generic drugs to 14 more states, two weeks after rolling out the low-cost program in Florida.

The retailer held news conferences throughout the country to announce the move. Wal-Mart is planning to expand the program to all 50 states by year’s end.

Critics, including rival nonchain pharmacies, said the plan covered only a fraction of a prescription drug market that included about 8,700 generics approved by the Food and Drug Administration.
