Carter named schools chief
The Capistrano Unified School District has unanimously appointed former Army Col. A. Woodrow Carter as superintendent. Carter has served as interim superintendent since September and was previously superintendent in other districts. Trustees made the appointment last week. His contract and salary are expected to be approved in January.
