Somalis fled the capital, Mogadishu, by the hundreds in cars and on foot in an attempt to escape mortar shells and rockets.

Amid the chaos, the United Nations Security Council voted unanimously to authorize an 8,000-member African Union force to help stabilize Somalia and set the stage for U.N. peacekeepers to take over the long-term job of securing peace.

Government and Ethiopian troops fought insurgents overnight, leaving 15 people dead.
