Talks planned with North Korea

Japan and North Korea will talk about establishing diplomatic relations and resolving mutual disputes March 7-8 in Vietnam, Tokyo’s top government spokesman said.
The working-level negotiations were established under an accord this month among North Korea, Japan and four other countries aimed at dismantling the communist nation’s nuclear weapons program.
Tokyo wants to address the issue of some of its citizens kidnapped by North Korea.
