What’s it going to take to conserve?

THANKS to Robert Smaus [“It’s Summertime, and the Livin’ Is Easy,” June 28] for the tips on conserving water. It’s too bad more people didn’t read it. I like to ride my bike in the early morning around Rosemead, Temple City, Arcadia and San Gabriel and everywhere I go, the gutters are awash with wasted water from broken and misdirected sprinklers. What’s it going to take to wake people up to the fact we are in an extreme drought condition?
