Stalin utility-bill rebuke is dropped

An ad campaign featuring billboards and commercials with images of Soviet dictator Josef Stalin was pulled after protests.
The campaign in the eastern Ukraine town of Donetsk came after people stopped paying utility bills following a rate increase.
In the television ad, a voice says: “Those who don’t pay for their heat should be punished!”
Critics said it was shameful for authorities to be using an image of a man whom many Ukrainians blame for killing a third of the country’s population during a famine in the 1930s.
