Negotiations in Beijing on ending North Korea’s nuclear ambitions shifted focus to U.S. energy aid for the impoverished state as delegates considered a proposed joint statement they are working to finish today. U.S. Assistant Secretary of State Christopher Hill said the details still needed to be agreed upon.

The shift followed President Bush’s authorization Friday of $25 million worth of heavy fuel oil for the country.
