Panel ratifies Davis and Escutia fines

The state Fair Political Practices Commission voted Thursday to ratify fines against former Gov. Gray Davis and former state Sen. Martha Escutia for financial disclosure violations.

The panel approved $4,950 in fines against Davis for violations by his campaign committee during his unsuccessful fight against the 2003 recall. The panel found that Davis failed to fully disclose $187,381 in unpaid expenses and a late contribution and to keep records required for donors who gave $5,000 or more.

The commission approved $2,000 in fines against Escutia, a Democrat from Whittier, for failing to properly disclose at least $340,000 in payments made by 17 special interest firms and campaigns to a political consulting firm headed by Leo Briones, who was her husband at the time.
