State inspection rules lack teeth

California ranks last among 32 states with home-inspection laws because several of its provisions don’t go far enough to protect homeowners, according to the American Society of Home Inspectors.

In its 2007 ranking, the Des Plaines, Ill.-based organization cited as an example of the state’s shortcomings the “prohibited-acts” provision, which outlines an inspector’s code of ethics but cannot be legally enforced.

ASHI’s state ratings are based on 13 criteria, including experience, education and standards of practice, which it uses to review each state’s laws to determine the positive elements of legislation, as well as areas that need improvement.
