This article, like many others, continues to perpetuate the myth propagated by the Bush administration and Pakistan that just one person was responsible for nuclear proliferation: Abdul Qadeer Khan. But many in the Pakistani establishment have been involved at least since 1988. In just one example, after coming to power in late 1988, Benazir Bhutto is said to have negotiated a nuclear technology/missile technology swap with North Korea and carried uranium enrichment plans to North Korea during her 1993 trip.

Khan was just following policies established by Pakistani leaders.
