Three bodies were found in an irrigation ditch in Ciudad Juarez, on the border with Texas, where drug violence has increased despite the presence of thousands of soldiers.
One of the bodies had been decapitated, and the other two were found with their heads wrapped in packing tape, according to a city fire department report.
All three bore signs of torture -- a trademark of drug gang violence.
