NATO agreed to cut its peacekeeping force in Kosovo to 10,000 troops from 14,000 as part of a plan under which the alliance’s troop strength there could fall to little more than 2,000 over two years.

Kosovo defied Serbia last year by declaring independence and was backed by many Western powers. NATO armies, stretched by conflicts in Iraq and Afghanistan, have been looking to wind down their presence in Kosovo.
