Janet Yellen on why Fed didn’t raise rates

Federal Reserve officials just announced they are keeping the central bank’s benchmark short-term interest rate near zero, after deciding the economy still isn't strong enough to start raising rates for the first time since 2006.

They also sharply downgraded their economic forecast for this year.
