Gunman, victims in Riverside slayings worked for state Corrections Department

A gunman killed by Riverside police after a nighttime rampage and his two slain victims were current or former officers with the California Department of Corrections and Rehabilitation, authorities said Wednesday evening.

The bodies of the two victims — a man and woman — were found in front of a home in an upscale gated community. The gunman fired at least a dozen rounds before he was fatally shot Tuesday evening by a responding officer, according to police and neighbors.

The shooter was identified as Virgil Anthony Millon, 46, a former lieutenant who left the Corrections Department in August 2008, according to the Riverside Police Department. He had been with the agency since 1987.

One of the victims was Arabella Bradford, 38, a parole agent who began working at the Corrections Department in 1997 as a youth counselor.

The other victim was identified as Malvin H. Conley, 43, a correctional officer at the state prison in Chino. He was hired by the agency in 1993 and had previously worked at the state prison in Lancaster, police said.

A neighbor told The Times that the suspected shooter had dated the dead woman and lived across the street from her in the quiet community in the city’s Riverwalk area.

The woman recently began dating a new boyfriend, who was planning to live at the home in the 11500 block of Trailway Drive.

“Her new boyfriend was moving in,” said Melissa Kawile, 18, who lives several homes away. “Right now, there’s still a moving truck there with all his stuff in it.”

Riverside police Lt. Guy Toussaint said Wednesday evening that detectives had not established a motive for the killings, but that they were investigating whether it involved a former relationship between Millon and Bradford.

“We’re looking into every possible motive,” Toussaint said.
