Some problems seem intractable, and the temptation is to throw up your hands and say there is no good answer. Two such problems — national problems, but indigenous to California — are traffic and immigration. The Los Angeles Times Opinion Manufacturing Division is as flummoxed as anyone about what to do. But it’s our job to have opinions. And “no easy answers” is not an opinion, it’s a cop-out. So we’re going to publish a variety of articles, columns and editorials as an exercise in thinking these problems through — in public. And we’re going to keep doing it until we’ve made up our minds about solutions. We figure it may take a year.
