8 kids taken from foster care found safe; parents face charges

Eight children who disappeared from foster care after authorities said they had been abducted by their parents have been found in good health in Pennsylvania, and their mother and father were awaiting extradition to New York to face charges.

The children, who range in age from 11 months to 11 years old, had been missing for a week along with their parents, Shanel Nadal and Nephra Payne. New York police said the pair took the children during what was supposed to have been one of their regular supervised visits with the youngsters. The case has led to demands for an investigation into the monitoring system that in this case allowed the children to be taken unnoticed from the Queens, N.Y., facility where the visit was taking place.

In a brief statement early Tuesday, New York police said members of the department’s regional fugitive task force had found the family in Harrisburg, Pa., on Monday night. The CBS affiliate in Harrisburg, WHP-TV, reported that the pair and their children were in a van with no license plates that was parked on a street in the city. A U.S. marshal said the family had first driven to South Carolina and then to Harrisburg, where Payne has family, WHP reported.

Nadal, 28, and Payne, 34, had lost custody of the children in recent years amid allegations of domestic abuse, and the youngsters were living in three different foster homes in New York.
