Nelli Rodriguez, 16, a Latina girl, was shot at the intersection of East 31st Street and Stanford Avenue in LAPD’s Newton Division south of downtown Los Angeles and died at a hospital the next day, at 6:38 a.m. March 18. A companion, Rafael Rivera, 33, was shot and killed at the same time, and was included on last week’s list. (See dispatch)
