Jorge Rosas Jr., a 28-year-old Latino man, was fatally shot near the intersection of 48th Street and Compton Boulevard in South-Central Los Angeles on Thursday, Feb. 14. His time of death was listed as 10:30 a.m., according to a coroner’s report.
