Charles Banks, 33, a black man, was fatally shot in the 1200 block of East 99th Street in South-Central Los Angeles about 11:20 p.m. Saturday, July 19. Paramedics pronounced him dead at the scene. Detectives from Los Angeles County Sheriff’s Department are investigating.
