Southern Section commissioner Jim Staunton said he has rejected 26 hardship transfers in the last three weeks alone. The new CIF transfer rule, which allows student-athletes a one-time transfer before the start of their third semester, has inundated his office with paperwork, forcing him to divide the requests among his staff.
