President Hussain Mohammed Ershad has begun phasing out a 33-month period of martial law, abolishing special martial law tribunals and district and sub-zonal martial law administration offices, the government said.

Ershad said that special military courts, in addition to the tribunals, will be abolished beginning Jan. 15 and that the posts of zonal martial law administrators will cease to exist Jan. 31.

The concessions were announced Monday as part of the president’s attempt to get the opposition to participate in parliamentary elections tentatively planned for April. The opposition has refused to participate in the elections unless martial law is completely lifted.
