Peru’s Maoist Sendero Luminoso (Shining Path) guerrillas blacked out two cities and scattered bombs in four others in New Year’s attacks that left 23 people dead, police said. The guerrillas dynamited power pylons in the resort center of Cuzco, 725 miles southeast of Lima, the capital, and later staged a similar attack in the southern city of Arequipa. Police said the rebels set off 10 bombs in Huancavelica and three in Lima.
