Philippe Stoner’s letter (Times, Dec. 13) concerning his little dog Soda’s death was indeed touching, and I agree that drivers who speed should slow down and watch out for animals and children. But the letter left one important question unanswered. How did Soda get beyond the fence and into the street in the first place?

If, as the letter seemed to indicate, Stoner hasn’t a fenced yard for his dogs, then the finger of blame he is pointing should be aimed at himself. Primary responsibility belongs with the pet owner.
